The Mickey Poppo NO.1 Set (ミッキーポッポNO.1セット) was released in 1983 and features the recently-introduced Mickey Poppo Red with a small oval layout with tunnel, trees, and several Family Dolls to ride the train.
The MS-32 mark on the top of the box means this example dates between March 1983 and February 1984.

The Mickey Poppo Red is loosely based on the Colorado engine on Tokyo Disneyland's Western River Railroad which Tomy sponsors and was first released around 1983 ahead of the park's opening. The example in this set is a fairly early Japan-made type.
The set includes four family dolls as opposed to the two that the individual Mickey Poppos include. The dolls can sit inside the carriage. Also included are two palm trees and the entrance and exit to a block tunnel.
Being a small No. 1 set, the layout is a simple oval with tunnel. It is neat that the trees included are palm trees also used in some other Disney Plarail sets and accessories. A standard block tunnel entrance and exit are also included.
